L.I. 2523 prohibits retaining or copying the Ghana Card. Act 843 governs the biometric data you keep instead.

97 in every 100 reported fraud cases now happen on mobile money and fintech rails.
Bank fraud is falling. Fraud on payment service providers (PSPs), the mobile money and fintech operators, is rising fast, in number and in value. The fraud has moved to where the customer's identity meets the wallet.

Inside banks, e-money fraud rose from GH¢3.5m to GH¢4.6m. The Bank of Ghana links the shift to PSP growth in transaction volumes and lower digital literacy among users.
Cyber fraud keeps rising.
The Cyber Security Authority recorded GH₵4.4m in cyber fraud losses in Q1 2025, up from GH₵2.4m a year earlier. Online fraud made up 47% of the 3,876 incidents CERT-GH logged from January to July 2026.
